Building Better Opportunities (BBO) programme – Market consultation for evaluation services

Big Lottery market consultation on their proposed contract to procure independent evaluation for the BBO programme.

The Big Lottery Fund intends to procure an independent evaluation contract for the Building Better Opportunities programme (BBO).

The BBO programme will be match-funding European Social Fund projects that tackle the root causes of poverty, promoting social inclusion and driving local jobs and growth.

This evaluation contract would assist BBO projects in delivering successfully, including meeting the European Social Fund targets for monitoring and evaluation.

The aims of the evaluation are:

  • To identify what is working well and why in getting people closer to the labour market. The findings and the shared learning from the formative evaluation will provide grant holders, with the help of the evaluators, with opportunities to put this learning into practice on a real-time basis throughout their project delivery.
  • To improve the grant holders’ knowledge and delivery models; so they can refine and sustain their delivery services as well as prepare for future funding opportunities. Findings from individual projects will be collected and fed-back to support the monitoring and evaluation activities of the grant holders. .
